Counties vs Independent Cities: Setting a Google Business Profile Service Area in Virginia
Virginia's independent cities sit outside its counties. How to pick up to 20 Google Business Profile service areas and cover both without duplicate pages.

In Virginia, a city and the county around it are usually two separate places, and your Google Business Profile should treat them that way. If you work in both Richmond and Henrico, add both as service areas. Then write your service pages so they name the city and the county together, instead of building a near-copy page for each one.
The rest of this post covers why the split exists, how to spend the 20 service areas Google allows, and how to word your pages so a customer on either side of the line can tell you come to them.
Why Virginia's map catches people out
Virginia has 95 counties and 38 independent cities, and an independent city is not part of any county. In most states a city sits inside a county, so adding the county covers the city too. Here it doesn't. The City of Fairfax is separate from Fairfax County. Richmond is separate from Henrico and Chesterfield. Roanoke and Salem are both separate from Roanoke County.
Towns work the other way. Leesburg and Purcellville are inside Loudoun County, and Vinton is inside Roanoke County. A county entry covers its towns, but never the independent cities next to it.
Mailing addresses blur all of this. Plenty of homes in Henrico and Chesterfield have a "Richmond, VA" address, and many Fairfax County homes have an "Alexandria" or "Fairfax" address. A customer will tell you they live in Richmond when the house is in Short Pump. Before you decide which areas to list, sort last year's jobs by the locality each one was actually in, not the city printed on the invoice. The county's or city's own property lookup will settle any address you're unsure about.
The pairs that trip people up
| You list | That entry leaves out | Add it too if you work there |
|---|---|---|
| City of Fairfax | Fairfax County, including Annandale and Vienna | Fairfax County |
| Richmond | Henrico (Short Pump, Glen Allen) and Chesterfield (Midlothian) | Henrico County, Chesterfield County |
| Roanoke | Salem, and Roanoke County including Vinton | City of Salem, Roanoke County |
| Williamsburg | James City County | James City County |
| Charlottesville | Albemarle County | Albemarle County |
| Harrisonburg | Rockingham County | Rockingham County |
| Fredericksburg | Stafford and Spotsylvania counties | Stafford County, Spotsylvania County |
It works in reverse as well. Listing Fairfax County does not add the City of Fairfax, and listing Albemarle County does not add Charlottesville. When you type a name into the service area box, Google offers matching places; read the suggestion before you pick it, because "Fairfax, VA" and "Fairfax County, VA" are different entries.
Spending your 20 service areas
A Business Profile can list up to 20 service areas. In a state with this many small jurisdictions, a busy contractor can reach that limit sooner than expected, because one market often takes two or three entries. A simple way to choose:
Start with last year's jobs, sorted by locality as above. Put a rough profit figure next to each place. Localities with repeat work and decent margins go on the list first. Our service area planner can help with the map side: pick your home county or independent city and a radius, and it lists the localities inside, nearest first, and flags the city and county pairs that share a name.
Then add the places you want more of, as long as you can reach them on a normal schedule. Google's help pages currently say a service area shouldn't stretch much beyond about two hours of driving from where the business is based; check the current wording. A Leesburg company listing Virginia Beach because one customer once called from there is the kind of entry to leave off.
Last, decide whether towns earn their own slot. If Loudoun County is already on the list, Leesburg is covered. Adding it separately spends one of your 20, so do it only when you have room to spare and people there search with the town name.
Say you run a two-person gutter company based in Salem. Last year's jobs came mostly from Salem, Roanoke and Roanoke County, plus a few from farther out. Your first three entries are the City of Salem, the City of Roanoke and Roanoke County. That covers the core of the Roanoke Valley in three slots and leaves 17 for the outlying counties you really drive to.
Keep your expectations honest about what this list does. Google's help page on local results currently names relevance, distance and prominence as the main factors. The service area list tells customers where you go; it does not cancel out the distance from where your business is verified. For searches in places farther from your base, your website does most of the work.
If customers never come to you, you can hide your address and show only the service areas. Service-area businesses are allowed to do that, and it's usually the right choice for a contractor who works from home.
Wording pages that cover both sides of the line
Most of the trouble starts on the website rather than the profile. The usual mistake is one page per jurisdiction with the place name swapped: "Gutter Repair in Roanoke", "Gutter Repair in Roanoke County", "Gutter Repair in Salem", each with the same three paragraphs. Pages like that are thin, they compete with one another, and they come close to what Google's spam policies call doorway pages (read the current policy if you're unsure where the line sits).
A better pattern is one solid page per service, plus one area page per real market. Where a city and a county work as one market, name both on the same page:
- A page title such as "Gutter Repair in Roanoke, Salem and Roanoke County".
- A short paragraph that lists the places in plain words: the City of Roanoke, the City of Salem, Roanoke County and the Town of Vinton.
- Job write-ups that say where each job was. A line like "replaced the gutters on a ranch house in Roanoke County, just outside Vinton" tells a reader more than a list of place names.
- Details that differ by locality. Each county and independent city runs its own building permit office, so a job in the City of Fairfax and a job in Fairfax County can go through different offices. If you pull permits in both, say so, and check each office's current requirements yourself.
Pairs like Charlottesville and Albemarle County, or Harrisonburg and Rockingham County, usually behave as one market, and one page naming both reads naturally. A second page makes sense when something real differs: a crew based there, services you only offer there, or enough local work to show its own projects, photos and reviews. If you can't fill the second page with things that are only true of that place, keep it on one.
Use the names customers use. Write "Henrico County" and "Short Pump" on the same page, because a homeowner might search either one. In Northern Virginia, spell out "Fairfax County" and "the City of Fairfax" on first mention so nobody has to guess which you mean.
Keep place names out of the business name
It's tempting to rename the profile "Smith Gutters Roanoke County Salem Gutter Repair." Keyword stuffing a Business Profile name breaks Google's guidelines and can get the profile suspended. Use the real name customers see on your truck and your invoices, and let the service area list and your pages carry the place names.
A half-hour check you can do this week
Open your profile and write down every service area it shows. Mark each one as a county, an independent city or a town. Compare that against the jobs list you sorted by locality, and look for three problems: a city missing next to its county, a county missing next to its city, and slots spent on places you rarely visit. Fix those, then read your area pages and make sure each one names the city and the county the way a customer would say them.
If you'd rather hand this off, our local SEO service for Virginia businesses covers service areas, profile cleanup and the area pages that go with them. That page also lists what each package includes and what it costs.
